Hebei province, a major industrial district in northern China for the steel and cement industries, had a plan to cut down coal consumption due to concerns of environmental issues, as well as to let the Xiong'an New Area be coal-free by the end of 2021. Both the steel and cement industries are essential consumers of coal.

Hebei province has become a focus of environmental issues in recent years. Four of the cities in Hebei were listed as the most polluted cities in China.
