India announces final AD ruling on welded stainless steel pipes from Thailand, Vietnam

India’s Ministry of Commerce and Industry announced its final affirmative determination of anti-dumping (AD) on welded stainless steel pipes and tubes from Thailand and Vietnam, ruling that a five-year AD measure will be imposed on the subject products, with a duty rate of US$0-246.49/ton on Thailand and US$0-307.79/ton on Vietnam.

As India ruled to impose a countervailing duty (CVD) on the same products from Vietnam in June this year, the AD duty rate on Vietnam is the difference between the AD duty confirmed this time and the CVD duty confirmed in June.

The products involved are under HS codes 73064000, 73066100, 73066900, 73041110, 73041190, 73044100, 73045110, 73049000, 73051129, 73059099, 73061100, 73062100, 73062919, 73063090, 73065000, 73069011, 73069019, and 73069090.

On September 30, 2023, India’s Directorate General of Trade Remedies (DGTR) initiated an AD investigation on stainless steel welded pipes and tubes from Thailand and Vietnam based on an application filed by Stainless Steel Pipe and Tubes Manufacturer Association (New Delhi) and Stainless Steel Pipes & Tubes Manufacturers Association (Gujarat). The period of investigation was from April 1, 2022, to March 31, 2023, and the injury investigation period was 2019-2020, 2020-2021, 2021-2022, and the investigation period.
