South Korea imposes 21.62% AD duty on China’s stainless steel plates

On September 5, 2025, South Korea's Ministry of Economy and Finance announced its Decree No. 1140, deciding to impose a five-year anti-dumping (AD) duty on stainless steel plates originating in China.

The AD duty rate for all Chinese producers and exporters is set at 21.62%. This measure follows an investigation initiated in September 2024 and a four-month provisional AD duty imposed in March 2025.

The products involved are stainless steel plates (thick plates) under HS codes 7219.21.1010, 7219.21.1090, 7219.21.9000, 7219.22.1010, 7219.22.1090, and 7219.22.9000, but excluding hot-rolled coil, black plate products produced by hot-rolling stainless steel slabs, products with a thickness of 8 mm or less and a width of less than 2,000 mm, and stainless steel products meeting ASTM 904L.
