South Korea proposes provisional AD duties on hot-rolled steel from China, Japan

On July 24, 2025, South Korea's Ministry of Trade, Industry and Energy's Trade Commission decided to propose provisional anti-dumping (AD) duties on hot-rolled carbon steel and alloy steel products, with a duty rate of 28.16%-33.10% on China and 31.58%-33.57% on Japan. These duties are expected to take effect in September.

This measure is a result of an investigation launched based on Hyundai Steel's request last December, claiming that imported hot-rolled steel products from the two countries were priced below normal levels, injuring domestic industries.

The Trade Commission's investigation, which began in March, preliminarily found that dumping caused significant damage.

The products involved are hot-rolled carbon steel or other alloy steel plates, excluding clad, plated, coated, and stainless steel products.
